No. Suggestions are advisory and you apply them yourself in Twitch. Each one names the setting, the level it proposes, the confidence, and the moderation events it was derived from. Approve, snooze or dismiss.

No. A follow is announced once per follower per 24 hours, so someone unfollowing and refollowing does not repeat the message.
Lead Mods get full access to channels they moderate; regular mods get read-only. VIP adds and removes go through the channel’s own stored Twitch credential, and every action lands in the audit log with who did it and why.
No. Every rule has its own enabled switch and runs only once you turn that rule on. An upgrade raises limits; it never buys automation you did not ask for.
